A state has a regulation that prohibits people who are paralyzed from the waist down from getting a driver’s license. An organization that
seeks to enforce the rights of the handicapped challenges the law. May the organization challenge the ban on drivers’ licenses for those who could drive modified cars?
(A) Yes, because the handicapped are a suspect class.
